He graduated from Universiti Kebangsaan Malaysia in 1989 with a Bachelor of Arts Honours Degree in Public Policy and obtained a Diploma in Education from the same university in 1990.
He also obtained a Diploma in Public Management from the National Institute of Public Administration (INTAN) in 1996 and a Certificate Executive of Business
from Harvard University in 2018. He has had an extensive and distinguished career in the Malaysian civil service spanning over 30 years. He began his career as an Assistant Director of the Administrative and Diplomatic Office in the Implementation Coordination Unit of the Prime Minister’s Department (“ICU JPM”) in 1995. Throughout his tenure in the public sector, he has held various senior leadership positions across multiple ministries and departments, including:
– Secretary General, Ministry of Energy and Natural Resources

– Secretary General, Ministry of Natural Resources, Environment, and Climate Change
– State Secretary of Penang
– Director, Selangor State Development, ICU JPM
– Director General, Road Safety Department

Prior to his retirement in August 2025, he served as the Federal Secretary of Sabah.
He also has significant experience in corporate governance, having served as a Board Director and Chairman for numerous organisations and statutory bodies. These include the Sustainable Energy Development Authority (SEDA), Pengurusan Aset Air Berhad (PAAB), Malaysia Petroleum Resources Corporation (MPRC), Malaysia-Thailand Joint Authority Petroleum, Penang Water Authority, Penang Port Authority, Penang Development Corporation and the Forest Research Institute Malaysia (FRIM) and My Power Agency, where he served as
Chairman from 2021 to 2024. He also serves as the Chairman of Asia Baru Construction Sdn Bhd, following his appointment on 1 January 2026.
